<p>A good guess really is that the number of participants this January 1st 2012 at noon time was larger than 2011.. This time the weather this blustery bright overcast midday with challenging temperatures, wind-chill factor and the icy cold easterly wind sweeping in on the Semiahmoo Bay and the public and swimmers became uncomfortable for some&#8230;</p>

			<content:encoded><![CDATA[<p>Not long ago Johan Sandstrom of the White Rock Reporter sat down to speak with Dianne Watts, mayor of Surrey.  The two talked candidly about the mayor’s political aspirations, her hopes for the city of Surrey, and just how she sees the greater Vancouver area coming together to build a world-class city residents can be proud of.</p>
<h2>Geared for Growth</h2>
<p>Surrey is British Columbia’s fastest growing city and Mayor Watts is proud to be a part of the development of this beautiful seaside oasis of 500,000 people.  Coming from an architectural background, Mayor Watts spent nine years participating in and helping to direct Surrey’s growth as a member of the city council.  When she was elected mayor in 2005, she knew that her inherent grasp of the future and detailed planning skills would serve her well.<span id="more-285"></span></p>
<p>Since then she’s been an advocate for change.  Not change by the government for the government but rather change by the government at the request of the people.  Her unique ideas concerning the city’s growing concerns about congestion and air pollution, the education system, and the shaky international economy may seem broad and sweeping at times but she’s never forgotten about the people for whom she is working.</p>
<p>The key to bringing Surrey and the surrounding areas successfully into the future lay in cooperation.  By bringing multiple groups of people together with a common cause, Mayor Watts hopes that she can inspire people to take pride in and ownership of the city.  Once people become invested, she hopes their excitement about changes to come leads to active participation.</p>
<p>But her team building spirit doesn’t stop with her own people.  She continually reaches out to community leaders and individuals with the influence to make changes for the better.  For instance, Mayor Watts is in constant contact with <a href="http://www.whiterockreporter.com/politics/interview-white-rock-mayor-catherine-ferguson/">Catherine Ferguson, Mayor of White Rock</a>, concerning plans about how the two cities can work together to prosper.</p>
<p>While it has been suggested that White Rock should once again be incorporated into Surrey (as it was until fifty years ago when Ward 7 officially became a separate legal and political entity), Mayor Watts is adamant that any merger must be made only at the request of the citizens of White Rock and that the needs of citizens of Surrey must not be overlooked during the process.</p>
<p>Some sticking points involve public services like the fire and police.  While it makes financial and logistical sense to combine the services of White Rock (which currently has roughly 18,000 residents) with the much larger Surrey (500,000 residents), many of the entrenched leaders of those services don’t want to see their organizations dissolved.</p>
<h2>Expanding Local Business Internationally</h2>
<p>But the Mayor has a much wider field of view than just the greater Vancouver area.  In order to open possible trade avenues with the goal of diversifying Surrey’s economy, Mayor Watts recently led a team of 34 individuals representing 24 companies from the Surrey area on a trip to India.  While there, Mayor Watts facilitated discussions between Surrey business leaders and potential partners across the sea.</p>
<p>Surrey sits on the ocean and has a deep water port, a modern transportation system, and one of the lowest tax burdens in the greater Vancouver area.  It is an area that is primed for international expansion.  Mayor Watts hopes that by finding trade partners outside of the United States (which is responsible for the vast majority of Canada’s international trade) she can help not only solidify Surrey’s economy but help it continue the rapid growth it has recently enjoyed.</p>
<h2>Handling Issues that Hit Home</h2>
<p>Despite her international endeavors, local matters which affect Surrey residents are Mrs. Watts’ top priority.</p>
<p>She sees two fundamental areas in which Surrey can modernize in order to make life better for everyone:  education and environmental consciousness.</p>
<p>Schooling is one of the most important factors in growing a successful city, maintaining a vibrant and thriving economy, and developing talent native to the area in order to benefit as much as possible.<br />
Mayor Watts’ stance on the public school system is a bit forward and, at some times, controversial.  She feels that the traditional school infrastructure (big, costly brick buildings that cannot expand or contract to fit population and budgetary needs) are outdated.  Instead, Watts envisions a modular education system as the backbone of the Surrey of the future.  By using modular school units (what some wrongly label “trailer schools”) the city can not only provide plenty of learning space to all of the students and teachers but it can do so cost-effectively.  Mobile units are able to quickly relocate if the population of an area increases and the demand for classrooms follows.  Conversely, if the population of an area declines, there’s no sense in having a massive brick building sucking up city funds when a modular school design could be minimized to fit the student body.</p>
<p>By spending less on the infrastructure of the school system Surrey could spend more on the quality of education, thus meeting and exceeding the needs of the students while maintaining a budget everyone is comfortable with.</p>
<p>It’s no secret that Surrey is growing and with that growth comes some pains.  With an ever-increasing population comes congestion, traffic, and air pollution as the number of automobiles increases.  One solution is mass transit.  However, Mayor Watts feels that Surrey’s current mass transit system relies too heavily on fleets of buses.  While better than individual automobiles for everyday commutes, buses themselves contribute to the congestion and air pollution rather than detracting from it.</p>
<p>A better solution would be to develop the city’s existing rail system, modifying it to better suit the needs of a modern world-class city.  Though the process of increasing rail access points and broadening the system’s reach to allow more and more people easy access to mass transit (and thus the city’s center and everywhere in between) is an costly one, the investment will pay for itself multiple times over in the future.</p>
<h2>Mayor Watts as a Role Model</h2>
<p>With her sweeping and sometimes seemingly “radical” ideas it is no wonder that many people see Mayor Watts as a role model.  She’s a very successful elected official who has been doing her best to improve the lives of the people of Surrey for over two decades.</p>
<p>However, becoming a role model was never her intention.  In fact, it’s a term that is a little unsettling to her.  In her eyes, she’s just performing a duty to the people who elected her to the best of her abilities.  That tenacity and perseverance comes through in every aspect of her public life and that duty carries an almost sacred weight with her.</p>
<p>She has even put aside thoughts of a professional political campaign in order to best serve Surrey.  While she hasn’t yet ruled out the notion of running for a bigger office sometime in the future, her immediate plans are to concentrate on her beloved city and continue to help it grow and adjust to an ever changing world.</p>
